Description
The works mainly comprise:
- widening of the section of about 2.0km long Fanling Highway between Tai Hang and Wo Hop Shek Interchange (excluding the section between Nam Wa Po and Kiu Tau ) from a dual three-lane carriageway to a dual four-lane carriageway, with standard hard shoulders on both directions of the carriageway;
- widening of a slip road of about 250 m connecting the Jockey Club Road to the southbound of Fanling Highway at Wo Hop Shek;
- re-alignment of a section of Tai Wo Service Road West of about 1.2 km long between Tai Hang and Nam Wa Po;
- construction of a vehicular bridge (with walkway) at Kau Lung Hang; demolition of four existing footbridges and construction of four footbridges at Tai Hang, Tai Wo, Ho Ka Yuen and Wo Hop Shek respectively and demolition of one existing footbridge at Nam Wa Po; and
- construction of associated noise barriers, at-grade carriageways, access tracks, footpaths and cycle tracks; associated slopeworks, road lighting, traffic aids, drainage, water mains, landscaping and electrical and mechanical works.
The works are scheduled to commence in February 2013 and will take about 64 months to complete.
Submission of Tenders
Tenders must be clearly marked with the tender reference and the subject of the tender on the outside of the envelope (but should not bear any indication which may relate the tender to the tenderer) addressed to the Chairman, Central Tender Board, and placed in the Government Secretariat Tender Box, situated the Ground Floor, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong. Late tenders will not be accepted.

Remarks
- Contractors meeting the following requirements are invited to tender:
- being on the List of Approved Contractors for Public Works confirmed for Group C in the Roads and Drainage Category;
- having completed at least one road and drainage works contract involving temporary traffic arrangements on existing roads, with awarded contract sum not less than HK$550 million, in or outside Hong Kong, within the past 10 years counting from the original date set for the close of tender; and
- having completed at least one works contract with value of bridgework not less than HK$100 million, in or outside Hong Kong, within the past 10 years counting from the original date set for the close of tender.
In the case of a joint venture, the lead participant or major shareholder must individually satisfy both requirements (a) and (b), and the joint venture must collectively satisfy both requirements (b) and (c) above. Details are stipulated in the tender particulars.
Contractors will be liable to have their names removed from the approved list if they fail or refuse to implement an accepted tender.
- In the event a typhoon signal No. 8 or above or a black rainstorm warning is hoisted between 9.00 a.m. and 12.00 noon on the tender closing date, the tender closing time will be postponed to 12.00 noon on the first working day of the following week. An announcement of the change will be made through the radio.
- This tender is covered by the Agreement on Government Procurement of the World Trade Organization.
- A charge will be levied for the delivery of tender documents where the delivery of tender documents is requested by a tenderer. A written request must be made.
- The Government of the Hong Kong Special Administrative Region does not bind itself to accept any tender irrespective of whether the tender is the lowest bid or, where the assessment of the tenders is based on a marking scheme or formula approach, the tender has the highest overall mark.
- The Government of the Hong Kong Special Administrative Region reserves the right to negotiate with any tenderer about the terms of the offer.
- Details of the award of this contract will be published in the Government of the Hong Kong Special Administrative Region Gazette and made available on the Internet.
