Description

This is a 6-year maintenance term contract from 1 April 2019 to 31 March 2025. The works mainly comprise the management and maintenance of expressways and high speed roads, including associated slopes, highway structures, tunnels, landscaping and minor improvement works in New Territories East, Kowloon East and Hong Kong Island.

Submission of Tenders

Paper-based Tender Submission or Tender Submission in the form of CD-ROM or DVD+/-R
Sealed tenders, in duplicate, must be clearly marked with the tender reference and the subject of the tender on the outside of the envelope (but should not bear any indication which may relate the tender to the tenderer) addressed to the Chairman, Central Tender Board, and placed in the Government Secretariat Tender Box at the Lobby of the Public Entrance on the Ground Floor, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong. Tenders must be deposited in the tender box as specified in this tender notice (“Specified Tender Box”) before the tender closing time. Late tenders and tenders not deposited in the Specified Tender Box will not be accepted.

Tender Submission via the e-Procurement System
Only tenderers who have become “Registered Suppliers” for works procurement under the e-Procurement System on or before the date of tender invitation are eligible to use the e-Procurement System in relation to this tender submission.

Tenderers are required to use the organisational digital certificates to sign the tender before submission via the e-Procurement System. Attention should be drawn that time is required for the certification authority to issue the organisational digital certificates. Tenderers are advised to apply for such digital certificate well in advance of the tender closing date. If it appears that a digital certificate will not be obtained in time before the tender closing date, tenderers are advised to plan ahead of the tender closing date and submit the tenders by paper-based method in accordance with the tender documents.

The total file size of all documents attached to the tender submission is limited to 300 MB and each file size is limited to 50MB.

Tenderers without appropriate organisational digital certificates or the file size of the tender submissions exceeding the specified limits should submit the tenders in paper-based or in the form of CD-ROM or DVD+/-R. Tenderers should ensure that the master accounts or sub-accounts of the e-Procurement System are valid well in advance of the tender closing date. Invalid accounts or accounts without valid passwords will not be able to access the e-Procurement System to download the tender documents, submit tender queries and tenders. Password of sub-accounts can be reset by master account of the Registered Supplier in the e-Procurement System. Password of master account can only be reset by e-Procurement Programme Office by submitting an “Application form for reissuing Master Account User ID and password”. Tenderers should allow sufficient time to complete data transmission before the tender closing date and time when submitting the tenders. Late tenders will not be accepted.
