Description
The works mainly comprise:-
- construction of an approximately 5.4 hectares toll plaza and an associated footbridge;
- construction of associated carriageways including approximately 0.74 kilometre land viaducts, and an approximately 230 metres vehicular underpass to connect the toll plaza and the roundabout at Lung Mun Road/Lung Fu Road;
- site formation for the construction of the toll plaza, including associated slope works and natural terrain hazard mitigation measures;
- modification and realignment of the existing Lung Mun Road and Lung Fu Road; and
- associated waterworks, drainage, sewerage and landscaping works, etc..
The works are scheduled to commence in mid 2014 and will take about 53 months to complete.
Submission of Tenders
Tenders must be clearly marked with the tender reference and the subject of the tender on the outside of the envelope (but should not bear any indication which may relate the tender to the tenderer) addressed to the Chairman, Central Tender Board, and placed in the Government Secretariat Tender Box situated in the lobby of the Public Entrance on the Ground Floor, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong. Remarks
Contractors meeting all the following requirements (a) and (b) and (c) or joint ventures with participation of local and/or overseas contractors meeting the following requirement (d) are invited to tender:
(a) on the List of Approved Contractors for Public Works confirmed in Group C for Roads and Drainage Category.
(b) having completed at least 1 road and drainage works contract involving temporary traffic arrangements on existing roads, with awarded contract sum of not less than HK$600 million, in or outside Hong Kong, within the past 15 years.
(c) having completed at least 1 contract involving vehicular or railway bridge works with a total bridge deck surface area between inner sides of edge parapets exceeding 2,000 square metres, constructed by cast-in-situ prestressed erection method, in or outside Hong Kong, within the past 15 years. In the case of an alternative construction method involved, the details of this requirement are stipulated in the tender documents.
(d) in the case of a joint venture tenderer, the lead participant or the major shareholder in the joint venture meets the requirements (a) and (b) above; the joint venture collectively meets the requirements (a) and (b) and (c) above; and each participant or shareholder in the joint venture meets at least one of the requirements (a), (b) or (c) above.
The detailed requirements on the tenderer's qualification and those for joint ventures with participation of local and/or overseas contractors, if applicable, are stipulated in the tender documents.
Contractors will be liable to have their names removed from the approved lists if they fail or refuse to implement an accepted tender.
In the event of a tropical cyclone warning signal No. 8 or above or a black rainstorm warning signal is in force between 9:00 a.m. and 12:00 noon on Friday, 2 May 2014, the tender closing time will be postponed to 12:00 noon on the first working day of the following week. An announcement of the change will be made through the radio.
This tender is covered by the Agreement of Government Procurement of the World Trade Organization.
A charge will be levied for the delivery of tender documents where the delivery of tender documents is requested by a tenderer. A written request must be made.
The Government of the Hong Kong Special Administrative Region does not bind itself to accept any tender irrespective of whether the tender is the lowest bid or, where the assessment of tenders is based on a marking scheme or formula approach, the tender has the highest overall mark.
The Government of Hong Kong Special Administrative Region reserves the right to negotiate with any tenderer about the terms of the offer.
