Looking back over the past four decades, the Hong Kong society has experienced various opportunities and challenges brought about by its rapid development, return to the motherland and economic transformation, as well as swift advancement of information technology, drastic climate changes and severe pandemic that took place globally. The Highways Department has all along consistently played a vital constructing role by actively implementing transport infrastructure projects and doing a good job in maintaining road facilities, thus continuously expanding and optimising Hong Kong’s road and railway network to accommodate and even drive social development. This Department published a book with title “Bringing People Together” in 2016 when commemorating the 30th anniversary to summarise the road and railway network developed from the mid-1980s to 2016 and review the Department’s various efforts made for the well-being of the community. Today, 10 years after then, the development of the road and railway network has become more mature, with a number of large-scale road and railway projects within and across the boundary successively completed and commissioned, bringing in a more convenient travel experience between districts in Hong Kong and within the Guangdong – Hong Kong – Macao Greater Bay Area. In recent years, this Department has also been actively implementing the planning principles of infrastructure-led and capacity-creating in enhancing the efficiency and quality of implementation of transport infrastructure projects by adopting a technological and policy dual-innovation mindset and approach, thus facilitating Hong Kong to integrate itself into the overall development of the country. This Department has also been committed to bringing better daily commuting experiences to citizens through enhancing the work in maintaining road facilities and strengthening the ability to respond to extreme weather with the application of innovative technologies, as well as continuously implementing district works for enhancing streetscape and improving walkability. There is a proverb saying, “a picture is worth a thousand words”. This is exactly our intention in publishing this 40th anniversary photo album. This photo album features a collection of precious photos which vividly present a number of important moments and invaluable experiences of the Department in the past 40 years, testifying the team spirit of the entire Department and our footprints of perseverance. I would like to express my special thanks to colleagues who have meticulously collected and organised a large amount of information in producing this exquisite photo album, thus giving wonderful reminiscences of the efforts and contributions of the Department in the past 40 years. May this photo album not only preserve precious memories, but also encourage the entire Department to continue our efforts in contributing more to Hong Kong’s prosperity and stability. On behalf of the Highways Department, I would like to express our heartfelt gratitude to everyone for the unwavering support, and we look forward to joining hands in moving towards a brighter future together.
