In 1920, the Public Works Department formed the Roads Office to oversee the road construction across the territory. The Roads Office had changed its name and reorganised a few times to align with the road works implementation at that time. In 1965, the Public Works Department was reorganised, and 3 departments (i.e. the Engineering Development Department, the Building Development Department and the Waterworks Department) were established under it. The Roads Office was reorganised and renamed as Roads and Drainage Division under the Civil Engineering Office of the Engineering Development Department. In 1969, the Roads and Drainage Division was upgraded to the Highways Office, responsible for (i) the design, construction and maintenance of roads and bridges, (ii) the investigation, planning, and coordination of all activities relating to the proposed mass transit railway, and (iii) the overall and long-term planning of Hong Kong transport infrastructure. The Highways Office can be viewed as the predecessor of today’s Highways Department. 8
