EXECUTIVE SUMMARY

This is the second EM&A Report for the project of Road Widening Works of Salisbury Road between Nathan Road and Canton Road. The contract entitled ‘Contract No. HY/98/22, Supplementary Agreement No. 3, Road Widening Works of Salisbury Road between Nathan Road and Canton Road’ was awarded to Downer Construction (Hong Kong) Limited in February 2002.

This report mainly presents the EM&A works undertaken for the captioned project from 1 April 2002 to 30 April 2002.

Air Quality

Site inspection was carried out once per week by checking the adequacy of the mitigation measures implemented by the Contractor with reference to the EM&A Manual.

No obvious air quality deterioration was recorded during the reporting period.

Noise Level

No indication of noise exceedance was observed during weekly site inspections for this reporting period.

Others

No non-compliance, no complaints, no notifications of summons and successful prosecutions were received.

Future Key Issues

Future construction activities, such as excavation, footpath construction, resurfacing and reconstruction works, drainage works and landscaping works should be closely monitored to ensure the effects on air quality and noise level are minimised.

1.0 ENVIRONMENTAL STATUS

1.1 Construction Programme

The latest construction programme is attached in Appendix A. Environmental protection/mitigation measures are implemented during the construction phase, the construction programme is subject to continuous refinement. As an example, 45 days have been allowed to transplant the existing trees (ID no. 10) and 30 days have been allocated to plant the trees to relocated areas (ID no. 11).

1.2 Works undertaken in April 2002

The major construction activities and works undertaken in April 2002 were as follows:

· ATC and street lighting drawpit/ducting

· Drainage works (installation of concrete drainage pipes and construction of manholes)

· Resurfacing and reconstruction along southbound lane of Salisbury Road

· Street lighting diversion at footpath area

· Reinstatement of pavement area

· Road signage at footpath area

2.0 IMPLEMENTATION STATUS – ADVICE ON THE IMPLEMENTATION OF ENVIRONMENTAL PROTECTION AND POLLUTION CONTROL/MITIGATION MEASURES

Schedule of environmental protection and pollution control/mitigation measures implemented in the captioned project is attached in Appendix C.

3.0 MONITORING RESULTS

3.1 Air Quality

As the environmental mitigation measures implemented by the Contractor during the construction phase are adequate, no Total Suspended Particulate (TSP) concentration level has to be recorded. Please refer to photos in Appendix D for implementation of dust reduction measures done by the Contractor.

Photos in Appendix D show the environmental mitigation measures implemented by the Contractor to control dust emissions during this reporting period.

Photo 1 shows screening of the construction site with hoardings to reduce dust emissions during the construction phase. Moreover, as recommended in Table C3 of Appendix C, some of these hoardings have their surfaces treated to enhance their visual interest and harmony with surrounding townscape.

In addition to screening the construction site with hoardings and covering the excavated materials with tarpaulin, regular watering has been carried out to reduce dust emissions from exposed site surfaces and excavated materials, as recommended in the EM&A Manual (Photo 2).

3.2 Noise

No obvious noise level exceedance was observed during site inspections.

4.0 REPORT ON NON-COMPLIANCE, COMPLAINTS, NOTIFICATIONS OF SUMMONS AND SUCCESSFUL PROSECUTIONS

4.1 Non-compliance

4.1.1 Air quality

No non-compliance was identified during site inspections as the mitigation measures implemented by the Contractor during site inspections are adequate.

4.1.2 Noise

No non-compliance in construction noise level was observed during site inspections.

4.2 Complaints

No complaint was received in the reporting month.

4.3 Notifications of Summons and Successful Prosecutions

No notifications of summons or successful prosecutions were received by the Contractor in the reporting month.

5.0 FUTURE KEY ISSUES

According to the latest construction programme attached in Appendix A, the proposed construction works to be carried out in the next reporting period (May 2002) are as follows:

· Street lighting diversion at footpath area

· Drainage works (installation of concrete drainage pipes, construction of manholes and box culverts)

· Resurfacing and construction works of westbound Salisbury Road

· Resurfacing and reinstatement of the footpath area outside Hong Kong Cultural Centre

· Reconstruction of central divider

· Installation of road furniture and road signage

Some of them may have potential environmental impact and will require mitigation measures, and such activities will be monitored closely during future site inspections.

6.0 ADVICE ON THE SOLID AND LIQUID WASTE MANAGEMENT STATUS

The revised waste management plan has been submitted in this reporting period. The Contractor has carried out the construction works in accordance with the revised waste management plan.
