Project Objective :

The governments of the HKSAR, Guangdong Province and Macao SAR have agreed to adopt the “separate locations of BCF mode” for HZMB.  In line with this agreement, Hong Kong is responsible for building its own BCF within the Hong Kong territory.

Description:

The project scope includes:

  1. reclamation of about 130 hectares to provide land for the development of the HKBCF;
  2. cargo clearance facilities including kiosks and inspection platforms for goods vehicles, X-ray buildings, etc.;
  3. passenger clearance facilities including passenger clearance building, CIQ kiosks for private cars and coaches, etc.;
  4. accommodations and other facilities for frontline departments (such as Immigration Department, Customs & Excise Department, etc), fire station cum ambulance depots, maintenance workshop and depots, etc.;
  5. other supporting facilities such as road networks, public transport interchange, transport drop-off/pick-up area, utilities; and
  6. associated civil, structural, electrical and mechanical, marine and geotechnical works, water mains, fire hydrants, environmental mitigation measures, street lighting, traffic aids, directional signs, traffic control surveillance system, landscaping and drainage works, etc.

HKBCF will be located at the northeast of Airport, the advantages are as follows:

    1. Good transportation Connectivity at HKBCF
      • Connection with Airport Terminal, Tung Chung/Urban & Tuen Mun/Northwest New Territories is available. In addition, passengers can conveniently travel between HKBCF and Tung Chung via short transportation connection for the MTR Tung Chung Line.
    2. Multimodal transport hub
      • By Air ︰HKBCF is close to the Airport, and through short routing or the proposed Automated People Mover, passengers can connect directly to passenger lounge of the Airport. Also, connection for the future Hong Kong-Shenzhen Western Express Line can be provisioned.
      • By Land ︰Apart from connecting with Tuen Mun and Urban Area, it can also reach MTR Airport Express and the nearby Tung Chung Line.
      • By Sea ︰Enhance the opportunity to develop the SkyPier.
    3. Public transport in Tung Chung
      • HKBCF, Airport Terminal and Tuen Mun – Chek Lap Kok Link (TM-CLKL) are close to each other. The public transport routes from urban or Tuen Mun to Tung Chung/Airport can merge with other routes at HKBCF. Due to the increase in traffic demand, it is beneficial to operational cost-effectiveness and increasing the frequency of transport routes in Tung Chung.

    1. HKBCF being close to Airport
      • Convenient for business visitors from HZMB to Asia World Expo, hotels etc thus enhancing their business opportunities.
      • Transit passengers can reach Airport lounge via the proposed Automated People Mover or bonded road and thus time is saved. As such, the competitiveness of Hong Kong International Airport can be enhanced.
    2. HKBCF being close to Tung Chung
      • Additional economic benefits and job opportunities to Tung Chung.
  3. HKBCF Future Operation
    1. Sharing of facilities with Airport Terminal
    2. Flexibility of traffic during emergency
      • There are three routes leading from HKBCF. Vehicles can be diverted to other routes in case of incident in one route. Traffic at HKBCF is therefore more flexible during emergency.

    1. Smaller impact on Chinese White Dolphins
      • Since Chinese White Dolphins are less active at Chek Lap Kok East, impact on the dolphins would be smaller if HKBCF is located there.

Current Situation:

We gazetted on 12 June 2009 under the “Foreshore and Sea-bed (Reclamations) Ordinance” (Press Releases and G.N.3620) and “Town Planning Ordinance” (Press Releases and G.N.3600); and gazetted on 7 August 2009 the proposed road works under “Roads (Works, Use and Compensation) Ordinance” (Press Releases and G.N. 4891) and the proposed sewerage works under "Roads (Works, Use and Compensation) Ordinance as applied by section 26 of the Water Pollution Control (Sewerage) Regulation” (G.N.4888).

The Environmental Protection Department (EPD) approved the environmental impact assessment (EIA) report of the project on 23 October 2009, and issued the Environmental Permit on 4 November 2009 and the Variation of Environmental Permit on 24 June 2010 and 16 November 2010.  Although the Court of First Instance ruled on 18 April 2011 quashing EPD’s approval of the above EIA report and issuance of the permits, the Court of Appeal allowed EPD’s appeal on 27 September 2011.  The concerned EIA report and permits therefore maintain valid.

The commencement of detailed ground investigation works for the HKBCF on 10 December 2009 marked an important milestone for the HKBCF project.  The ground investigation works were completed in September 2010 and provide essential geotechnical data for the detailed design of the HKBCF.  Detailed design of the HKBCF reclamation works was completed.

The detailed design of the HKBCF superstructures and infrastructures commenced in December 2010.

The Chief Executive in Council on 18 October 2011 approved the Draft Chek Lap Kok Outline Zoning Plan under the Town Planning Ordinance; and authorized the reclamation works and road works for the construction of the HZMB HKBCF under the Foreshore and Sea-bed (Reclamations) Ordinance, as well as the Roads (Works, Use and Compensation) Ordinance respectively.

The LegCo Finance Committee approved the funding for construction of the HZMB HKBCF on 18 November 2011. The reclamation works contract was awarded on 18 November 2011.
