Project Objective:
In order to connect the Hong Kong’s traffic network with the Hong Kong
– Zhuhai – Macao Bridge (HZMB) directly and effectively, a series of strategic
transport facilities will be implemented within Hong Kong territory. The
proposed Hong Kong Link Road (HKLR) is one of these important facilities.
It is 12km long connecting the HZMB Main Bridge at the HKSAR Boundary with
the Hong Kong Boundary Crossing Facilities (HKBCF) situated at the north
eastern waters of the Hong Kong International Airport, opening a new and
direct connection route between Hong Kong, Macao and the Western Pearl
River Delta.
The HKLR will be completed in phase with that of the HZMB Main Bridge,
the HKBCF and the Tuen Mun – Chek Lap Kok Link (TM–CLKL) southern connection.
Description:
The project includes:-
- a dual 3-lane highway connecting the proposed HZMB Main Bridge at the HKSAR boundary with the HKBCF; and
- associated civil, structural, geotechnical, marine, environmental protection, landscaping, drainage works, street lighting, traffic aids (including sign gantries), water mains and fire hydrants, traffic control and surveillance system and E&M works.
HKLR Alignment:
The HKLR comprises a 9.4km long viaduct section from the HKSAR Boundary to Scenic Hill on the Airport Island; a 1km tunnel section from Scenic Hill to the reclamation formed to the east of the Hong Kong International Airport and a 1.6km long at-grade road section connecting to the HKBCF.
The tunnel section of HKLR will pass under the Scenic Hill, the Airport Road and Airport Express, and connect to the at-grade road along the eastern coast of Airport Island to minimize the environmental and visual impacts to Tung Chung residents.

Using Long Span Sea Viaduct
The western sea viaduct will be composed of long span bridge sections with main spans in the range of 75-180 metres. The level of the sea viaduct will be raised when it passes over the navigation channel in order to provide a vertical clearance of 41m. There will be a provision of turnaround facility on this dual 3-lane highway for emergency and operational uses.

Adopting Specific Measures to Minimize Impacts to the Natural Environment
To the east of the sea viaduct section, the HKLR enters into the water channel between the Hong Kong International Airport and the north Lantau Island. Several measures of the HKLR have been adopted to minimize disturbance to the existing natural environment. These include avoiding the viaduct to touch the existing shoreline of the Lantau Island by adopting longer span lengths to cross over the archeological site at Sha Lo Wan Headland, minimizing the number of piers at Sha Lo Wan to reduce visual impact, sinking pile caps of the viaduct to the sea bed to minimize disturbance to the existing current flow and shifting the viaduct to the airport island as soon as the constraints from the airport is cleared.

Tunnel Section Equipped with Ventilation and Related Facilities
Ventilation facilities and associated tunnel operation and maintenance facilities will be provided for this 1 km tunnel section of HKLR passes under the Scenic Hill.

Provision of Landscaping Works for At Grade Road
This 1.6 km at grade road will run along the eastern shoreline of the Airport Island with provision of extensive landscaping works.

Formation of a Strategic Road Network
As an integral part of the HZMB project, HKLR will be effectively connected to the HZMB Main Bridge, the nearby Hong Kong International Airport, as well as the Tuen Mun and North Lantau area, to form a strategic road network to maximize the efficiency of the HZMB and to achieve an overall effectiveness and efficiency.

Current Situation :
We gazetted the project on 12 June 2009 under the “Town Planning Ordinance” (Press Releases and G.N.3600) and on 7 August 2009 under the “Roads (Works, Use and Compensation) Ordinance” ( Press Release and G.N. 4890 ).
The Environmental Protection Department (EPD) approved the environmental
impact assessment (EIA) report of the project on 23 October 2009, and issued
the Environmental Permit on 4 November 2009. Although the Court of First
Instance ruled on 18 April 2011 quashing EPD’s approval of the above EIA
report and issuance of the permit, the Court of Appeal allowed EPD’s appeal
on 27 September 2011. The concerned EIA report and permit therefore maintain
valid.
Prequalification applications for the Contract No. HY/2011/03 Hong Kong-Zhuhai-Macao
Bridge Hong Kong Link Road – Section between Scenic Hill and Hong Kong
Boundary Crossing Facilities were invited on 3 June 2011 while prequalified
tenderers were invited to tender on 23 September 2011. The works are expected
to commence as soon as possible.
Prequalification applications for the Contract No. HY/2011/09 Hong Kong-Zhuhai-Macao Bridge Hong Kong Link Road – Section between HKSAR Boundary and Scenic Hill were invited on 22 July 2011 while prequalified tenderers were invited to tender on 28 October 2011. The works are expected to commence as soon as possible.
The Chief Executive-in-Council on 18 October 2011 approved the amendment of the Chek Lap Kok Outline Zoning Plan under the Town Planning Ordinance, and authorized the road scheme of the HZMB HKLR under the Roads (Works, Use and Compensation) Ordinance.
The LegCo Finance Committee approved the funding for the detailed design and construction of the HZMB HKLR on 18 November 2011.
