EXECUTIVE SUMMARY

 

This is the Baseline Monitoring Report prepared by Maunsell Environmental Management Consultant Ltd.*(MEMCL), for 㜁idening of Yuen Long Highway *Between Tan Kwai Tsuen and Shap Pat Heung Interchange* (the Project).*In accordance with the EM&A Manual, baseline monitoring was conducted by MEMCL, acting as the Project Environmental Team (ET).* This report presents the monitoring results of the baseline air quality and noise for the Project.

 

As agreed, all EM&A programme for stations E1, E2, E3, P1 and P2 are omitted from the scope of works under this project, as these stations are no longer within the vicinity of the Project.*It was confirmed that potential sensitive receivers, namely P3 and P4, were yet to be developed.*Hence, no baseline monitoring was conducted at these 2 stations.

 

This report represents the baseline monitoring results for E6, E7 and E8.*Baseline monitoring data for E4, E5, E9 and E10 has already been presented in a separate report.*

Baseline of 1-hour and 24-hour TSP levels at 3 designated air quality monitoring stations was carried out for a continuous period of two weeks in August and September 2003.*The monitoring data were processed, reviewed and analysed to derive the mean levels of 1-hour and 24-hour TSP.*The Action and Limit Levels were established for 1-hour and 24-hour TSP for compliance assessment.

 

According to the EM&A Manual, baseline noise level at 3 designated noise monitoring stations was carried out for a continuous period of two weeks in August and September 2003.*The monitoring data were processed, reviewed and analysed to derive the mean noise levels during daytime and evening time periods. The Action and Limit Levels for construction noise are defined in uideline for Development Projects in Hong Kong*Appendix D2 Table 2.1.

 

The weather condition during the baseline monitoring period varied from sunny, cloudy to rainy.*During the baseline monitoring period, no major construction activities was observed in the vicinity of all monitoring stations.*The baseline air quality and noise data established in this report considered representative of the baseline conditions for the Project.
