Project Objective :

The proposed Tuen Mun – Chek Lap Kok Link and Tuen Mun Western Bypass will provide the most direct route between the Northwest New Territories (NWNT) and Lantau, joining the Kong Sham Western Highway, the port back-up areas in the NWNT, the Tuen Mun River Trade Terminal, the Ecopark, the Hong Kong – Zhuhai – Macao Bridge  Hong Kong Boundary Crossing Facilities, the Hong Kong International Airport (the Airport), the proposed Lantau Logistics Park and various North Lantau developments.  Upon completion, the new route will significantly reduce the journey time between the NWNT and Lantau. The Project will release some capacity of the existing roads such as Tuen Mun Road, Ting Kau Bridge, Lantau Link and North Lantau Highway, offer strong support to the logistics industry and reinforce the Airport as an international and regional aviation hub through providing an alternative land access for the Airport.

Description:

  1. Tuen Mun – Chek Lap Kok Link: a dual two-lane carriageway approximately 9km long, including a subsea tunnel about 5km and reclamation for the tunnel portals; connecting Tuen Mun Western Bypass at Tuen Mun Area 40 in the north; and with the proposed Hong Kong – Zhuhai – Macao Bridge Hong Kong Boundary Crossing Facilities, Hong Kong International Airport and North Lantau in the south;
  2. Tuen Mun Western Bypass: a dual two-lane carriageway approximately 9km long, including a land tunnel about 5km long between the Tuen Mun – Chek Lap Kok Link and Tsing Tin Road; and viaducts about 4km long between Tsing Tin Road and Kong Sham Western Highway;
  3. a toll plaza, including an administrative building and ancillary buildings, workshops and operator facilities, as well as provision of toll facilities; and
  4. associated civil, structural, electrical and mechanical, geotechnical, marine, environmental protection and mitigation works, ventilation buildings and associated facilities, roads and street furniture, tunnel operation and control systems, traffic control and surveillance system, etc.

Current Situation :

We gazetted the Draft Chek Lap Kok Outline Zoning Plan under the “Town Planning Ordinance” (Press Releases and G.N. 3600) on 12 June 2009 and gazetted the proposed road works for Tuen Mun – Chek Lap Kok Link under the “Roads (Works, Use and Compensation) Ordinance” (Press Releases and G.N. 5157) on 21 August 2009.

The Environmental Protection Department approved the environmental impact assessment report of the Tuen Mun – Chek Lap Kok Link project on 23 October 2009 and issued the Environmental Permit on 4 November 2009.

For Tuen Mun Western Bypass, we lodged an application with the Director of Environmental Protection for a new Environmental Impact Assessment (EIA) Study Brief under the EIA Ordinance on 19 January 2011.  The Environmental Protection Department has issued the new EIA study brief on 28 February 2011. We are proceeding with the traffic impact assessment, environmental impact assessment, ground investigation, and preliminary design for the project.

The Chief Executive in Council approved the Draft Chek Lap Kok Outline Zoning Plan under the “Town Planning Ordinance” on 18 October 2011 and authorised the road works of the Tuen Mun – Chek Lap Kok Link without modification under the “Roads (Works, Use and Compensation) Ordinance”.

The LegCo Finance Committee approved the funding for the detailed design, site investigation and advance works on 18 November 2011.

The detailed design of Tuen Mun – Chek Lap Kok Link commenced in November 2011.
